WMUK response to European Commission copyright consultation

WMUK intends to lodge a response to a review by the European Commission of EU copyright rules. Community feedback is invited on the draft document indicated below.
(I apologise that the draft response has so far been uploaded to the wiki only in pdf format. If anyone has the time and expertise to create an easier-to-manage series of wiki pages, that would be much appreciated. I have not so far been able to get the OpenOffice export to wiki functionality to work, perhaps because there are so many footnotes in the document.
