Technology Committee/Project requests/Frequently denied

Requests can be turned down for various reasons including a current lack of capacity, lack of budget, legal reasons, or lack of consensus. Here can be listed any requests that have been denied more than once that will continue to be denied barring a change in circumstance or consensus.
